By "independent" you mean 'do both'?

The latest status report here;  
http://incubator.apache.org/projects/river.html; which is the SVN  
checked-out and Ant built website - which your instructions point to - is  
 from March 2007.

Can someone who has filed a River status report before comment on the  
correct procedure, please?
