Currently in TaskTuntime, all the exception thrown from Task.Call() are treated as task exception
then send with FailedTask event. It could be Exceptions thrown by REEF code like TaskHost.
or thrown by user task. It could be from an inner thread or an exception from the same thread
as Call() method. It is up to driver to check what it wants to handle. For example, in IMRU,
we treat some exceptions like communication exception, IO exception are recoverable, and application
exception is not recoverable. 
As TaskRuntime is more generic than IMRU, it is hard for TakkRuntime to filter some specific
exceptions for whether it is for task or for evaluator, I think it is OK for TaskRuntime to
handle exceptions in the current way.
