IStateManager can be just an empty interface and it is up to the client to wrap whatever data they want. 2. Client needs to supply the Codec impl to decode/encode the data between the data object and byte array. Then client (in task for example), still needs to save the data (state) somewhere, such as in an object shared between context and tasks so that it can be kept even when task is killed. And we should define API for AddState and GetState. Where should those two APIs be? Still in IStateManager or ICodec?
