IStateManager instance should be shared by both Contextruntime and ITask so that the state 
can be reserved at context level for the re-submitted task to restore from. 
As user only controls task not context code, therefor the injection for the StateManager in context should be at REEF framework layer. 
Yes, user can supply an implementation of IStateManager. Then it is up to the user how they would like to save the state, in memory, in disk, in remote, etc.
