The related work done is in REEF-1310, though that is from the Driver side at the end of the
DONE heartbeat instead of the Evaluator side ACK-ing the command from Driver to close. I'm
wondering if we really need a CLOSING state for DONE evaluators since DONE should be reported
from the Evaluator itself instead of being a product of an Evaluator CLOSE command from the
Driver.
