No we cannot do that. We need notifications from all tasks. Once we receive ICompletedTask
message, we have tho assume that Dispose on Group comm client has been called. As a result,
we cannot guaranttee that everybody received the last message if we need notification only
from master. So all tasks have to wait.

I think changes in *Host tasks are very simple. However, we now need to introduce this scenario
in the fault tolerant design.
