In one of the design meetings, Markus raised this question and I explained in the meeting.
Both of you were in the meeting. 

Even we can find associated evaluator from ActriveContext, they should be tracked separately.
This is because Evaluator can fail before context is loaded/recorded. And we receive them
in separated events as well. 

Current ActiveContextManager only manages the collection of ActiveContexts. For collection
of Allocated Evaluators and Failed Evaluators, we could put all of those collections in ActiveContextManger
class, we can also put them in a separate class. I think manage all the evaluator related
stuff in a separate class is cleaner. I am OK to add all of those in ActiveContext manager
if you all feel that is a better option.
