Currently, when we add {{ContextStartHandler}} in the service and then add another context
on top of it, the logic is that its {{OnNext}} function will get called again, but the constructor
will be called only once in the base context. 

However, it seems that the constructor is being called again in every context layer.

[https://github.com/dkm2110/contextstacking] has the repro. test for this.

{{Org.Apache.REEF.Tests.Functional.ContextStacking}} is the test created for this. Once we
run it, and go to the evaluator log in the job folder, we will see that the log message in
constructor of {{ContextStartHandler}} {{ContextStart<T>}} is called twice one for each
context layer. The log message is: {{Entering context start constructor with counter}}.
