I think that might be a bit difficult and will rely on specialized logic in {{EvaluatorManager.onEvaluatorFailed}}
for the non-Java cases (i.e. when the {{exceptionCodec}} cannot deserialize the Exception.
To complicate things, some {{EvaluatorExceptions}} are not generated by C#, but rather by
the Resource Manager itself. Should this be a separate item instead? I think we should unblock
REEF-1278 with this fix first. [~markus.weimer] [~juliaw] what do you think?
