    Fixed the bug in admitQueries.

    This PR fixed the bug in `admitQueries` that if an `AdmitRequestMessage` contains a number
of queries that excesses that can be admitted to the system, the excessed queries would be
lost.
    
    Instead, now we add these overflowed queries to a waiting list so that they will be scheduled
later.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/apache/incubator-quickstep fix-admit-queries-bug

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/incubator-quickstep/pull/210.patch

To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:
