Subject C++ Broker - Windows - QPID-5033?

I get the following error in the broker, looks like the same error as
QPID-5033.  The broker is built from the trunk using VS2015 and is running
on Server 2012 R2.

This can be triggered on demand using:
qpid-send -b ssl:XXXXXXXX.com:5671 --connection-options {protocol:amqp1.0}
-a testerq --content-string=hello --messages 200

Any suggestions?
