I need to be able to modify the configuration of the queue to send the queue depth alerts.
  I don't control the declaring client, only the broker where they declare the queue.  

I've already written a client which listens for the queue depth events.   I just can't figure
out how to modify the queues themselves.

If the alerts are all you need, maybe as an alternative you can write your own QMF client
which would collect the queue statistics and evaluate the alerts on its own.
