There's a Jira about this here:

Link routing doesn't properly distribute routed links across multiple 
brokers.  It will pick the "first" one for all links.

Once this is fixed, link routing will distribute different links to 
different instances of a destination if there are more than one.  Once 
the link is established, it will of course stay attached to the same 
instance for its lifetime.
