Start powershell and get the story:

  W:\>  powershell
  PS W:\> get-help about_signing

See the section about RUNNING UNSIGNED SCRIPTS. Stuff downloaded from the internet is marked
'blocked'. Unblocking helps but doesn't solve all the things that prevent running scripts.
