   I believe this also affects the REST expiry call:
   `https://pulsar.apache.org/admin/v2/persistent/{tenant}/{namespace}/{topic}/subscription/{subName}/expireMessages/{expireTimeInSeconds}`
   
   Every time I call that API, it removes a message from the topic, even if `expireTimeInSeconds
`is 1.
