   Some colleagues using the pulsar cluster got it reach the same state.
   
   What I can see is again for a topic replicated between (4) different regions.
   
   Looking at each region individually, in local ZK, I can see the same data for znode `/namespace/<mytenant>/<mynamespace>`
children on all zk instances (zk-0, zk-1, zk-2). But looking at the global picture, data is
different between regions (2 regions have no child znodes, one region has 121 children, the
other one 128 children).
   
   Children to `/namespace/<mytenant>/<mynamespace>` are like :
   ```
   [0x32000000_0x34000000, 0x54000000_0x56000000, 0x08000000_0x0a000000, 0xb8000000_0xba000000,
0x76000000_0x78000000, 0xc1ffffff_0xc3ffffff, 0x6e000000_0x70000000,
   ```
   and have no sub child.
   
   The global zookeeper has no `/namespace` znode.
   
   What I noticed on global zk is that:
   - some zk instances are missing the `/admin` znode 
   - the instance that have `/admin/policies/session/user_events` missing are all the "observer"
nodes and some others
   - since some nodes do not have the `/admin` znode, then they do not have the `/admin/policies/<mytenant>/<mynamespace>`
znode and content
