   I think I need to recollect dedup code little bit but from where exactly `initialize()`
method is being called.? I think cursor is being set-inactive as soon as it's [recovered](https://github.com/apache/pulsar/blob/master/pulsar-broker/src/main/java/org/apache/pulsar/broker/service/persistent/MessageDeduplication.java#L241).
I don't see any code-path that actually calls `initialize()` method?
