   ### Motivation
   
   Currently, the dates exposed in the producer/consumer stats and everywhere else in form
of JSON string are using a non-standard format. 
   
   While the format itself is non-ambiguous (`yyyy-MM-dd HH:mm:ss.SSSZ`) and it can be easily
parsed in Python (eg: there are very tolerant date parsing methods), it's not ideal for automatic
parsing.
   
   For that we should use a standard date-time format that every tool/language can immediately
parse, while maintaining the human readable characteristics.
   
   ### Modifications
   
    * Aggregated all duplicated `DATE_FORMAT` instances into a single class
    * Use `ISO_OFFSET_DATE_TIME` as default format which follows the [ISO-8601](https://en.wikipedia.org/wiki/ISO_8601)
extended offset date-time and it looks like `2011-12-03T10:15:30+01:00`.
