David Sean Taylor resolved JS2-578.
-----------------------------------

    Resolution: Fixed

Both the Registration and User Details portlets are now based on portlet preferences for configuration
Additionally, User Details and Browser have been enhanced to support delegation of security
administration

> When creating new users, the creation of that user's PSML pages needs to be improved.
> User can be created from two places:
> 1. user registration
> 2. user administration
> Each uses different configurations, which is bad
> 1. User Registration is configured by a portal property :
> See jetspeed.properties:
> psml.template.folder = /_user/template/
> 2. User Administration is configured by a portlet preference on the UserDetailsPortlet:
the "newUserTemplateDirectory" pref
> Unfortunately, in neither case, is this feature optional, so it will always attempt to
create a directory
> I plan to improve this feature so that:
> * PSML template creation can be optional
> * support https://issues.apache.org/jira/browse/JS2-476
> * centralize configuration
