    Description: 
Portlet Selector to select one or more portlets.
Features:
* search
* filter by keyword (keywords defined in portlet.xml descriptor)
* select one or more portlets
* automatically populate update the openForm and cause it to submit changes to the layout
portlet
  layout portlet in turn stores the new fragments to the PSML file

This feature is not yet completed and, although it seems to be usable, is still very much
in prototype stage and subject to change. If anyone has any input, suggestions, requirements,
please add them to this issues.
Some of the obvious things that need to be done:

* cleanup overall layout of portlet selector
* denote portlets already selected on the page
* edit mode to configure filters over portlets
* filter by security
* icon for portlet selector
* icon placed on a per layout fragment basis, not for entire page 
  so that we can add portlets to a specific fragment
* support all fragment types
* add fragments to fragments
* remove fragments
