1. Can I suppress this defaulting, (if say I do not want any defaults for my custom layouts)?

- Defaults are only used if there is no alternative in your custom decoration.  There is currently
no way to disable them with a switch.  You could also just remove the defaults.

2. Can the defaults be deployed?

- They can be copied into the decorations directory live but there is no support for deploying
them via a jar.  However I don't feel default need to be deployable in this manner.

3. Can there be language specific defaults? 

Not at the moment.  I can look at this if this is a desired feature.
