Move localization property files to WEB-INF/conf

I would suggest constructing a URLClassLoader instance for loading resources 
from both "WEB-INF/conf" and "WEB-INF/classes". However, you have to ensure 
that the directories you supply to the URLClassLoader do not contain references 
to the parent directory (e.g. "c:\tomcat\bin\..\webapps\jetspeed"), since 
URLClassLoader cannot handle them correctly. This may be a problem with some 
Tomcat4 builds because I have found out that the ServletConfig.getServletContext
().getRealPath(java.lang.String) method may return the path in that format. If 
you ensure that the path does not have a parent reference ("../"), you 
shouldn't face any major problems.
