I am not in a position (I think...) to solve the whole BIGGER problem.

The problem I am trying to solve is that when clicking on an action on a 
portlet and there are multiple portlets with the same name displayed, only the 
clicked on portlet should be affected.  For example, you have 2 tabs, with the 
HelloVelocity displayed on both.  Currently, if you click on the close control, 
it affects both of them.  This should also cover the Pauls test case too - 
although, when I try adding 2 JavaWeb portlets, to different tabs, only one is 
shown...

Based on initial scans of the code, what I plan to do is as follows:
. Add some unique id facility to a portlet - basically an instance id - for 
internal use only.
. Allow accessing of portlet by this internal instance id
. Change the link url for the actions to use this id
. Change the action code to work based on this id.

Although I still need to understand why the current code affects both instances 
and not just one of them...

Examples of things this will not fix, are that clicking the update on the 
HelloWorld portlet affects both portlets initially, but later only the first 
one is changed...
