Configuration system will look for YAML default config, and requires a ValueSerialization
that can process the YAML, and currently valueserialization doesn't have tag for YAML, and
probably doesn't support it.

After discussion with Paul, we agree that snakeyaml should be used, and the Configuration
system should be able to use any visible serialization subsystem available, and pick the right
one depending on file extension.

Perhaps we should start tagging serialization with file extensions supported.
