Today, the default implementation is in SPI and the only core module that depends on it is
TestSupport.

We could simply move the default implementation to its own extension and have TestSupport
depend on it.
We already have core modules that depend on some libraries for tests.

We could try out Apache Johnzon.

About using the relocated ASM embedded in the JDK, I don't think it's a good idea, Jigsaw
will prevent its usage.
