it's an array formula:

{=SUM(IF(ISERROR(FIND(CONCATENATE("|",A4,"|"),$B$1:$B$3)),0,1))}

which counts the occurrences of a series of substrings (here A4 surrounded by "|"s) in an
array of cells ($B$1:$B$3)
