i think that

   cell.setEncoding(HSSFCell.ENCODING_UTF_16); 

impact all cells in excel...

when i use 2 cells and no call setEncoding for some of them (and setEncoding for another ),
then both string in cells will be broken.
well , there is some strange behaviour but better then nothing =)
