The best course of action here Roger is to raise a bug report through
Bugzilla - https://issues.apache.org/bugzilla/buglist.cgi?product=POI
When you do so, can you please include the simplest possible test case that
illustrates the problem; an Excel workbook with a cell whose contents cause
this problem and ideally a simple class that opens the workbook, tries to
access the cell and, again, illustrates that the isCellDateFormatted()
method returns an incorrect value? Also, explain again if you would that the
problem seems to have emerged between the two versions of POI you listed in
this posting, a pain I know but the more information the developers have the
better.
Just as a side note, POI is an entirely voluntary project, no one os paid to
support the code, they do so in their spare time. Further, the developers
are in different countries around the world and may well have been at home,
asleep when you posted your question.
