Subject Tweak to dist release process

Hi All

Following discussions with the infra team, I've made a slight tweak to how 
we get release files onto the mirrors.

Previously, we'd place release candidate files in our own 
people.apache.org areas. After the vote, we'd move them on people to the
www dist sync area, and they'd then show up an hour or so later.

Now, we place release candidate files into the dev dist area:
Which everyone can see and download to voite on

After the vote, we svn move them to the release dist area:
They should then show up on the live dist server almost instantly

Hopefully this should be both quicker and easier, and is the recommended 
way to do things now. I've updated the release docs with the info, but if 
someone (probably Yegor!) hits a problem with doing it give me a shout :)

Otherwise, we've hopefully made things simpler, and shaved an hour or so 
off the release process wait :)
