Thom,

I don't know the history of the ticket and what was envisioned, but I'm sure
someone (Greg? Todd?) will be able to clarify.
In the mean time, I'm sure any add comments you can add to the JIRA ticket
about your experiences with SVGSalamander would be helpful.
