The following two are different:
 # pig -p cond="id == 1" test.pig
 # in test.pig: %declare cond 'id == 1'

The latter works as expected. {{pig -p cond="id\ \== 1" test.pig}} is equivalent to (2).
The escaping requirement looks like unintended consequence of the parser used for parsing
