I suppose the thought was that the index just needs to be declared with the prefix queries
in mind.

Not what I expected, since with local indexes we can do better, but it's not wrong or anything.

I had though we declare a local index as before and _in addition_ prune the regions, purely
based on the pk parts of the WHERE clause.
