The list of branches that pre commit patches can be applied to are found in
the BRANCH_NAMES variable dev/test-patch.properties of the master branch.

BRANCH_NAMES="4.x-HBase-1.2 4.x-HBase-1.3 4.x-HBase-1.4 4.14-HBase-1.4
master"

Its trying to apply the patch again the master branch (by default) and
failing. I will white list the CDH branches.
