LocalIndexSplitMergeIT started failing in CDH branches after PHOENIX-4839. For some reason
it looks like LocalIndexes are not splitting when the table is splitted. HBase-1.2 branch
seems to be OK.

MutableIndexIT to be investigated, it also seems to be related to local index implementation
after same PHOENIX-4839.
