Thanks for the update, Rajeshbabu! I like what you have.

While we wait for Ankit to take a look at v4, [~vincentpoon] or [~jamestaylor]: either of
you want to take a look at what Rajesh has here? Should make the problem of "different config
properties depending on context in RegionServer" problem a bit more manageable.
