In phoenix its called from a test which we can change to use MetaDataUtil.getIndexPhysicalName().
Any clients that call MetaDataUtil.getViewIndexName need to be modified to use MetaDataUtil.getIndexPhysicalName()
instead. We should just remove  getViewIndexName().
