[~samarthjain] from an eariler comment on this Jira you said that we need to use a single
counter so that we can guarantee that column qualifiers are unique across all the column families
for mutable tables (which is required by EncodedColumnQualifierCellsList where each column
qualifier maps to an index in the array). But looking at the code it looks like we have a
counter per column family.  So we could have a two columns from different column families
that have the same column qualifier.
