Opened  OMID-96 to enable gc for all column families upon initialization. [~giacomotaylor],
as per your suggestion, I will add a wrapper in Phoenix to OmidCompactor that will check on
preCompact whether there is an index in preparation and if not will call OmidCompactor.preCompact.
Could you please refer me to a code that checks whether an index is in preparation? Thx!
