[~jamestaylor], could you put a glance at the 002 patch? I ran through the UTs, but have not
done all of the ITs with this change.

I'm not sure how to test in a standalone instance (since I can't use Phoenix 4.x with an HBase
2.0 installation to make sure the Phoenix 4.x client doesn't do anything nasty).
