We have an option used by the online partial index rebuilder (MetaDataRegionObserver,BuildIndexScheduleTask)
to keep an index active when a write failure occurs, based on the htable property of DISABLE_INDEX_ON_WRITE_FAILURE
and falling back to the {{QueryServices.INDEX_FAILURE_DISABLE_INDEX}} config property. Also,
there's an orthogonal option that controls if the partial index is done at all: {{QueryServices.INDEX_FAILURE_HANDLING_REBUILD_ATTRIB}}
turns this off globally and the htable property {{REBUILD_INDEX_ON_WRITE_FAILURE}} turns it
off on a per table basis.

We should support the same options in the MR partial index rebuilder
