Unfortunately the change doesn't work. The pre-commit build as well as my local run failed
with OOM. My local change that also removed the shutdown hook for region server didn't help
either. I profiled and saw that with his change the heap size kept on increasing. Further,
not closing regions isn't ideal since it likely leaks file handles. We may have to just resort
to simply shutting down the mini cluster a bit more often.
