Here's a v4 patch that fixes

cannot find symbol
[ERROR] symbol:   method extractProperties(java.util.Properties,org.apache.hadoop.conf.Configuration)
[ERROR] location: class org.apache.phoenix.util.PropertiesUtil

Trying it out now.
