Vincent Poon updated PHOENIX-3948:

New v3 patch sets the timeout at 48 seconds, less than the HBase default rpc timeout of 60
seconds, so that the client writing to the data table has a chance to receive a response before
retrying on a new handler.

on to a handler thread when the retries occur. We should be able to set them to be inline
