This JIRA can be broken down into the following steps:
- Define new constant in QueryServices.java for default config parameter. Something like {{phoenix.default.update.cache.frequency}}.
- Define a default value in QueryServicesOptions.java for the new config parameter.
- Modify MetaDataClient.createTableInternal() to use a) parent UPDATE_CACHE_FREQUENCY when
creating a VIEW, and b) the default config value for UPDATE_CACHE_FREQUENCY.
