[~jamestaylor]/[~samarthjain], This can be follow up in different JIRA(may be under PHOENIX-3220)
 but don't these functions( DAYOFWEEK, DAYOFYEAR and DAYFORMONTH ) should also adhere timezone
property(phoenix.query.dateFormatTimeZone) like TO_DATE and other function do.
