That means for bundled software with no NOTICE file, the entries in LICENSE are sufficient. Additionally, for other ASF projects, per LEGAL-234, we do not need to propagate a "stub" NOTICE file (that says copyright ASF and was developed at the ASF). We only need to include information for products which are *included* in the source release itself.
