I just tried it: Set the guidepost width this way, and ran a major compaction, it updated
the STATS table correctly with smaller guide posts.

Note that HBase already allows overriding global config values per table. When a table operation
requests an HBase Configuration it will get a global with the incremental per table configs
overwritten on it.

So I believe this just works and just needs to be documented.
