James Taylor resolved PHOENIX-1516.

    Fix Version/s: 4.3

I squashed our commits into a single one and pushed it to 4.0. I looked at porting to 3.0,
but I don't think it's worth the effort. I think it's ok if RAND is a 4.x-only feature.
