PhoenixHBaseLoader should implement both OrderedLoadFunc and CollectableLoadFunc just like
HBaseStorage. There is nothing special that needs to be done other than implementing a single
method. As in HBaseStorage, it is up to the user to ensure that the required constraints are
not violated.
