Here's a patch that *just* does the simple case, using Joda time as you suggested [~jamestaylor].

Further testing with the approach that I used in the initial patch brought up some issues
when converting types on incoming parameters via function calls (see PHOENIX-1546), so I think
it's best just to fix the issue at hand (i.e. handling optional millis).

I can come back to the parameter parsing expressions for CSV loading at a later point, as
we'll be needing that in the near future I think.
